THE AFTERMATH

I had hoped to have been back at home in Lincoln, early on Saturday morning; to enjoy the sabbath; busk on the High Bridge on Sunday and prepare for my teaching assignments in the coming week. Instead, I was deposited back at my brother’s house (at about 5:15 am), with all my belongings (including my guitar and amp), which the police officers removed from my car a put in the back of their van.

To say that this totally unexpected (and unwarranted) intervention by GMP not only disrupted my week, but my life; is a classic understatement! I have spent the past 7 DAYS, including several sleepless nights; trying to UNDO what two ill-advised, or inexperienced, or perhaps mendacious (or possibly all three) POLICE OFFICERS achieved in minutes!

THE COMPLAINTS

I had to make the most of my enforced weekend at my brother’s house in Manchester; where I’d spent more than 3 weeks decorating while he was abroad. And there was little I could do to address the situation; because both the police section (Operation Wolverine) and the DVLA were closed for the weekend! I had to wait until 8 am on Monday 20 April (my brothers birthday); to begin the process of reclaiming my car, and my life!

If you can spare the time to read through my complaints to the CHIEF CONSTABLE of GMP; the MAYOR (and Police & Crime Commissioner) of MANCHESTER; the MINISTER for POLICING & CRIME; and the HOME SECRETARY; you will see just how egregious and damaging the actions of Greater Manchester Police has been!

The Return Journey

I elected not to return to Lincoln by train on Sunday 19 April; even though I was supposed to be available to teach on Monday, and the whole week. Because, I reasoned, I might be able to retrieve my car on Monday and get back home with all my belongings on Monday. I KNEW NOTHING!

When I received a reply to the email I had sent to Operation Wolverine on Saturday (as advised by PC 9494 Adams); it quickly became apparent that I would be required to present several documents to reclaim my care; including the V5 which was in Lincoln! So I then had to arrange to take the train from Manchester Piccadilly station to Lincoln; leaving more than half the belongings I’d had in my car behind, including my guitar.

If the train journey home had been easier; had I not been so encumbered by belongings; I would have started my letters of complaint on my laptop, while still in transit. But it simply wasn’t practical. I didn’t arrive at Lincoln Central Station until 8:50 pm; where I was kindly met by my elder brother, Simon; who took me back to our family house in the city. I was too tired to do any other and grab a little to eat and drink, then go to bed.

GREATER MANCHESTER POLICE SEIZED MY CAR on Sat. 18 April 2026; so I had to take an UBER and the TRAIN back from Manchester Piccadilly to LINCOLN.
I began my first letter of COMPLAINT to Sir Stephen Watson QPM, Chief Constable of Greater Manchester Police, on Tues. 21 April; but emailed it early on Weds. 22 April. 2026.

Re: COMPLAINT AGAINST GREATER MANCHESTER POLICE “SERVICE;”

OPERATION WOLVERINE SEIZURE NOTICE, 18/04.26, FWIN 476, KM08MME

I write to you as head of the GMP to lodge a formal complaint; to give notice of my intention to take legal actions against you and GMP to reclaim my vehicle which was unlawfully seized; to seek damages; and to prosecute all those responsible for malfeasance and/or misconduct in public office!

THE INCIDENT

On Saturday 18 April at 4:15 am, I left my brother’s house in Firtree Avenue, Sale; and approaching the roundabouts on Firs Way and Manor Avenue, I saw a police van cross the junction heading south on Manor Avenue. As I turned, left into Manor Avenue, heading north towards Carrington Lane; I was acutely aware of being followed by the police.

Having turned into Carrington Lane; the police van behind me turned on its flashing lights. I immediately pulled up. Less than a minute a later, a young girl in uniform, PC 9494 Adams, appeared at the driver’s side an motioned me to lower my window. Her opening gambit was,”It’s a bit suspicious, you being out so early; we need to check if the car is stolen; can I see your license?” (???)

[When did driving on the roads in Manchester within the speed limits, in the early hours become an offense, or suspicious?]

I immediately informed PC Adams that I did not have my license; because I had just turned 70, and it was in the process of being renewed by the DVLA. Her response was: You don’t look 70! Er, let me just ask an adult (her exact words)what to do?” (She was clearly being mentored by the young, male officer with her. Who remained discreetly at the back of my car, in front of the police van.

In short order, PC Adams returned, took my name and address and disappeared to do a DVLA search. A minute or two later she was back to inform me that “her” search showed I was unlicensed (which did surprise me). I told that I had returned to Lincoln from Sale on my birthday (8 April); having been decorating my brother’s house; hoping to collect my license, but it had not been returned.

I believe I was then asked to produce the counterfoil or back page of my DVLA application as proof that I had completed it?I spent several minutes searching my glove compartment, where I kept my insurance schedule; and a bag in which,I showed PC Adams, I had my passport and my DBS certificate(which I didn’t show); explaining to her that I am a teacher. However, when I couldn’t find the counterfoil; the officer returned for more instructions.

So,after about 10 minutes of this PC Adams returned and explained: that because I was driving without a license, I was also driving without insurance.To which I responded that I have insurance.She then said my insurance isn’t invalid if I don’t have a license. It is at this point that the officer introduced the Seizure Notice.I believe the only question she asked me was what ethnicity I would choose? She completed the rest of the notice behind my car, out of view; while I continued to search for the back page of my DVLA application.

Then, while PC Adams was still working on her form and receiving instruction; I remembered that I had photos of my completed DVLA application on my phone;which I found and presented to the male officer (PC ?); showing the signed, dated (20/03/26) page, with my driver’s license also in the picture. THIS SHOULD HAVE SETTLED THE MATTER;and I should have been sent on my way, WITH APOLOGIES!

The male officer asked if he could take my phone; and he then appeared to be in conference with someone on the “radio?” He came back after a couple of minutes deliberation; handed the phone back to me and said, speciously; “You filled in the form, but there’s no proof you submitted it.” [as if I would spend almost £200 completing a D4 DVLA application the fail to submit it?!] I told him I had proof of postage, but it was back in Lincoln.

It was clear that these officers had decided that they were going to seize my car despite the copious evidence I provided at the scene that I had submitted an application, and I was who I said I am! So, PC Adams was then instructed to return to read my the Riot Act: “You could be prosecuted for driving without a license and without insurance. You don’t have to say anything; but anything you do say…blah-di blah-di blah!…”It was like something out of a movie – A very bad movie!

THEY SHOULD HAVE BEEN AWARE AS I WAS THAT I AM ENTITLED TO DRIVE WHILE MY LICENSE IS BEING PROCESSED! I doubt if PC Adams is aware. She in my opinion is being groomed and indoctrinated to twist and misrepresented legislation; as indeed GMP service as a whole appears to regularly be doing!

PC Adams should have known, before putting her pen to the Seizure Notice (which you will note I refused to sign), what the DVLA has confirmed in a letter sent to me on Monday, when their offices opened; and the information on the government website, state(briefly):

Dear Customer,

Section 88 of the Road Traffic Act could allow you to drive while your application is with DVLA. More information here –

https://www.gov.uk/government/publications/inf1886-can-i-drive-while-my-application-is-with-dvla

Section 88 of The Road Traffic Act 1988 may allow you to continue driving even though you do not hold a current driving license.

In practice, this will be when you have applied to the DVLA to renew your license, but the license expires (runs out) while we are processing the application.”

So, if I Knew that I could legally drive; and the DVLA and government website both confirm my right to drive while my application is being processed; HOW IS IT THE OFFICERS WHO TAKE AN OATH AND ARE CHARGED WITH UPHOLDING THE LAW DO NOT KNOW (or are not applying)THE LAW?

THE CONSEQUENCES

I do not blame these officers alone! I can see that this a systemic issue;with devastating consequences for the finances and personal lives of VICTIMS(like myself)!It is quite simply wicked and evil. I WILL NOT BE INTIMIDATED OR COWED BY GMP’s BLATANT ABUSE OF LEGISLATION!

As she prized my car key out of my hand, saying it would be better to give it up than have my car dragged onto the lorry; PC Adams assured me (perhaps herself believing it), that the process of reclaiming my vehicle would be very quick. I just needed to email the address on the back of the Seizure Notice, and Wolverine would be in touch. SHE OBVIOUSLY FORGOT IT WAS THE WEEKEND!

So, not knowing what might happen in the future, I had to remove all my belongings from the car (which was pretty packed); I’m a musician, so this included my guitar, amplifier; along with all my other baggage, and a 20 litre can of petrol! But I forgot about my bridge camera, under the driver’s seat; and the loose change I keep for parking!

The officers kindly offered to transport me back to my brother’s (about a mile away); but when I explained I didn’t have a key; PC (?) had the temerity to suggest that I could stay in the Premier Inn.As if I was not already facing massive inconvenience and potential COSTS! This shows just how callous and insensitive GMP’s indiscriminate misapplication of legislation and their police powers is (and don’t let me started on the topic of racial profiling and the infamous “Sus laws!”)!

WHO ARE YOU PROTECTING? – WHO ARE YOU SERVING?WHAT CRIMES ARE YOU PREVENTING? YOU ARE PERPETRATING CRIMES! What percentage cars seized are actually (not notionally) being driven “illegally?”

This is my complaint!

My suit against Greater Manchester Police will include damages for:

LOSS OF EARNINGS; ADDITIONAL TRAVEL COSTS; OUT OF POCKET EXPENSES; DISRUPTION TO MY PLANS; PSYCHOLOGICAL AND EMOTIONAL DISTRESS; ANY DAMAGE TO, OR LOSS OF PROPERTY IN MY CAR, ADVERSE IMPACT ON MY REPUTATION OR INSURANCE PREMIUMS; AND PUNITIVE DAMAGES!

I could have returned to Lincoln to enjoy a Sabbath rest; plied my trade as a busker in the Town Center on Sunday; and as a supply teacher, may have earned up to £220 per day on Monday and Tuesday. Instead, I was stranded at my brothers house (after locating a hidden key); unable to prepare for the week ahead; and worrying about how I’ll get to work without my car; being unable to hire one without my physical license!

I WONDER IF YOU THINK ABOUT THESE THINGS WHEN YOU MISAPPLY LEGISLATION AND TARGET INNOCENT PEOPLE INSTEAD OF CHASING CRIMINALS?

COMPLAINT AGAINST GREATER MANCHESTER POLICE – KM08MME, p5

I have been offered an “EMAIL SLOT” on Thursday 23 April, and asked to present my documents via email beforehand (most of which I sent on Monday). So when officers find that my paperwork is in order; as I was able to establish well enough at the roadside; I WILL NOT PAY TO HAVE MY CAR RELEASED, OR FOR STORAGE!

If YOU (and I do mean YOU, Sir Stephen) then decide to destroy my car and the property inside; I will bring an action against you personally, as well as the other officers involved.

I have lived too long, seen too much corruption; fought many previous battles of my own, and as an advocate for others; against local and police authorities; to acquiesce to police malfeasance and extortion!

Your vehicle has been seized under Section 165A of the Road Traffic Act 1988. The Police Officer who has seized your vehicle has had reasonable grounds to believe your vehicle was suspected of either:

  1. being driven without a valid driving licence
  2. being driven without a valid insurance policy in place

This therefore gives the Police Officer the power to seize a vehicle and recover it to a registered UK Government compound for safekeeping pending its release or disposal.

Dear Claire, sir or Madame,

Please find attached PDFs and JPEGs (photos) of the requested documents. 

INCLUDING proof of:

Insurance

V5 owners certificate

Application for licence renewal (inc. licence) 

Proof of postage to DVLA 

Passport

Further: I have been informed by the DVLA that application was recieved, and began being processed 30 March; and is presently with the medical department. And, although my licence expired on 7 April 2026; I am covered to drive under Section 88 of the relevant act; as I knew, although I could not quote the act! 

Therefore the seizure of my car, in the light of all the evidence I provided at the roadside is ILLEGAL and amounts to theft and extortion! GMP can expect to receive a claim from me for: racial profiling (discrimination), harassment, misrepresentation and/or ignorance (of the law), loss of earnings, distress, and misconduct in public office against the officers involved in this totally unjustified seizure. 

I will be writing to the Chief Constable, the Police and Crime Commissioner, and the Mayor (if they’re not one and the same); and if necessary, the Police Ombudsman too. The actions of GMP in this instance is absolutely scandalous!

Hi Clare!

I had my passport with me; and showed the police officer a photograph of my licence and the form submitted to the DVLA to renew it. SO WHY DID THEY SEIZE MY CAR? 

I know that the DVLA received my application on 22 March 2026. There office doesn’t open until 8 am; so I can’t yet check the progress of my application; or when I’ll receive my driver’s licence back.

The Seizure Notice states that in order to recover my vehicle I must “1. Firstly attend URMSTON Police Station…” Then it say “…Operation Wolverine at Eccles Police Station…” Which is it? 

 It goes on to say: “… and produce a valid certificate of insurance, a valid full driving licence and proof of ownership AND V5 of the seized vehicle. The documents will then be checked…etc.” 

I had proof of insurance with me in the car along with my passport, and proof that I completed my DVLA form and returned my driver’s licence. So, again, why was my vehicle seized? 

Thanks to my brother, I have all the documentation as pdf files; with the exception of my licence. Are pdf files acceptable along with my passport? Otherwise, I will either have to wait for postage or return to Lincoln to retrieve my documents (I should be in Lincoln now, preparing to go to school!).

Please confirm the minimum documentation required to release my car (as far as I can tell should not have been seized!); when I can have an appointment; and at which police station it will be. 

I would appreciate a speedy response!
