A funny thing happened on my way to LINCOLN!…

On Saturday 18 April at 4:15 am, I left my brother’s house in Firtree Avenue, Sale; and approaching the roundabouts on Firs Way and Manor Avenue, a police van crossed the junction heading south on Manor Avenue; as I turned, left into Manor Avenue, heading north towards Carrington Lane; were I was promptly pulled over and had my vehicle SEIZED BY GREATER MANCHESTER POLICE (GMP)!

THE AFTERMATH

The sudden seizure of my car; as I was leaving for home in Lincoln; obviously had a huge effect on my plans for the weekend, and my working week ahead!

It was only Monday 20 April that I was able make contact with the police department and DVLA, to take stock of what had happened, why, and the way forward. After returning home to Lincoln on an evening train from Manchester Piccadilly station; following some much needed sleep overnight; I began my letters of Complaint to the Chief Constable of Greater Manchester Police; (see following link for the full story):

Less than a mile and 5 minutes after leaving my brother’s house in SALE, MANCHESTER; I was stopped in Carrington Lane by a police van, and had my car seized by two officers!

THE COMPLAINTS

Making the most of my enforced weekend at my brother’s house in Manchester; there was little I could do to address my situation; because both the police section (Operation Wolverine) and the DVLA were closed for the weekend!

It was on Tuesday 21 April that I began my letters of complaints to the CHIEF CONSTABLE of Greater Manchester Police, Sir Stephen Watson QPM, and other relevant government bodies (you can read the first of my letters by clicking the link or image above).

The Second Letter

I began my second letter of COMPLAINT to Sir Stephen Watson QPM, Chief Constable of Greater Manchester Police, on Weds. 22 April, and emailed it at 05:31 on Thurs. 23 April. 2026.

Further to my letter of complaint emailed to you yesterday:

I am forwarding to you, this email to “Wolverine Operations”sent at about 1:30 pm on Monday 20 April 2026, before I left my bother’s house at ** Firtree Avenue in Sale, Manchester M33 ***, to return to Lincoln. This email contains A PHOTOGRAPH (not a pdf) of my INSURANCE CERTIFICATE, taken on the day (20.04.2026).

At the time of the above incident; I produced this certificate from the glove compartment of my car, but IT WAS NEVER REQUESTED OR LOOKED AT by PC 9494 ADAMS, or her associate officer (PC ?).

I would and should have INSISTED ON SHOWING IT, when I told PC Adams that “I have insurance;”but because she told me CATEGORICALLY (for whatever reason?) that because I didn’t have a license “Your insurance is invalid,” I didn’t.

My insurance certificate, along with the copious proofs I provided of having submitted my application for renewal at age 70 to the DVLA, should have been more than enough to satisfy these officers that the SEIZURE OF MY CAR WAS “UNWARRANTED!”

A letter from GMP arrived in the post today, while I was teaching at school: GMP VRS FRE: 90103 (see attached photo).

The information recorded in this Notice is FACTUALLY INACCURATE! 

My vehicle was NOT UNINSURED. And I and did produce “a valid certificate of insurance” for my vehicle from my glove compartment; BUT THE INEXPERIENCED OFFICER FAILED TO ASK TO SEE IT! Further, PC 9494 Adams told me categorically, that because my license had expired my insurance was INVALID: THIS IS NOT TRUE – But you will hear me repeat this FALSE information on the video evidence of the seizure I posted on YouTube and Facebook on Monday morning (see links below).

I am also attaching to this letter, the SEIZURE NOTICE and V5 requested by WOLVERINE OPERATIONS for their EMAIL SLOT today!

I don’t intend to pay a single penny to recover my STOLEN CAR. I will save all my money for the legal case(s) I am preparing against officers and GREATER MANCHESTER POLICE!

Further: I have been informed by the DVLA that application was received, and began being processed 30 March; and is presently with the medical department. And, although my license expired on 7 April 2026; I am covered to drive under Section 88 of the relevant act; as I knew, although I could not quote the act! 

Therefore the seizure of my car, in the light of all the evidence I provided at the roadside is ILLEGAL and amounts to theft and extortion! GMP can expect to receive a claim from me for: racial profiling (discrimination), harassment, misrepresentation and/or ignorance (of the law), loss of earnings, distress, and misconduct in public office against the officers involved in this totally unjustified seizure.

Hi Clare!

I had my passport with me; and showed the police officer a photograph of my license and the form submitted to the DVLA to renew it. SO WHY DID THEY SEIZE MY CAR? 

I know that the DVLA received my application on 22 March 2026. There office doesn’t open until 8 am; so I can’t yet check the progress of my application; or when I’ll receive my driver’s license back.

The Seizure Notice states that in order to recover my vehicle I must “1. Firstly attend URMSTON Police Station…” Then it say “…Operation Wolverine at Eccles Police Station…” Which is it? 

 It goes on to say: “… and produce a valid certificate of insurance, a valid full driving license and proof of ownership AND V5 of the seized vehicle. The documents will then be checked…etc.” 

I had proof of insurance with me in the car along with my passport, and proof that I completed my DVLA form and returned my driver’s license. So, again, why was my vehicle seized? 

Thanks to my brother, I have all the documentation as pdf files; with the exception of my license. Are pdf files acceptable along with my passport? Otherwise, I will either have to wait for postage or return to Lincoln to retrieve my documents (I should be in Lincoln now, preparing to go to school!).

Please confirm the minimum documentation required to release my car (as far as I can tell should not have been seized!); when I can have an appointment; and at which police station it will be. 

I would appreciate a speedy response!

THE VERDICT

In the meantime, while I was burning the midnight oil composing my letters of complaint to the Chief Constable of GMP; Operation Wolverine was continuing its process:

Seizure Notice

While I was at school, teaching on Wednesday 22 April; a “Signed For” letter from GMP arrived at my address, containing a Seizure Notice, containing material inaccuracies. THIS is what prompted my second letter of complaint.

On Monday 20 April, in the afternoon, I received a phone call from Claire at Operation Wolverine. She offered me an “EMAIL SLOT” on Thursday 23 April. I received phone call at about 3 pm, from PC 15359 MORELAND; informing me that he had completed his investigation; having contacted the DVLA and my insurers; and could authorise the release of my car. As promised, he followed this up with email confirmation:

THE CHIEF CONSTABLE, Sir Stephen Watson QPM, advised me to submit my COMPLAINT HERE:

On Sat. 18 April at 4:15 am; turning into Carrington Lane, SALE; a police van turned on its flashing lights. I immediately pulled up. A young girl in uniform, PC 9494 Adams, motioned me to lower my window. Her opening gambit was, “It’s a bit suspicious, you being out so early; we need to check if the car is stolen; can I see your license?” I SAID MY LICENSE WAS BEING RENEWED.

PC Adams returned, to take my details to do a DVLA search that showed I WAS UNLICENSED (I was surprised, saying; I returned to Lincoln on 8 April to collect my license, but it had not arrived). However, I knew I was entitled to drive while it’s processed!

The officer left for more guidance. While gone, I found the DVLA form on my phone, including my expired driving license. I showed these to the MALE, MENTOR (PC ?); who took my phone, and himself conferred with a third party? He returned and said: “How do we know you have submitted your application? (???)

PC Adams, who had previously stated that because I was unlicensed, my insurance is invalid (which I refuted, but she never examined); proceeded with the SEIZURE NOTICE, that I refused to sign, AND TOOK MY CAR and KEY!

When I said I’d no key to get back into my brother’s house; PC (?) said I could stay at the Premier Inn! They removed my belongings into their van; and dropped me at ** Firtree Avenue; my brother having told me where to find a key.

I maintain that these officers where not just incompetent but guilty of MALFEASANCE; if not MISCONDUCT IN PUBLIC OFFICE! They should have known and rigorously inquired into my right to continue driving under SECTION 88 of THE ROAD TRAFFIC ACT 1988. Instead, having no good reason stop me my car, other than “a dark man driving in the dark = “SUSPICIOUS!” Despite the prevailing and contravening evidence; they seemed determined to deprive me of my vehicle, with no regard for the impact of their actions on me or my life!

I informed SIR STEPHEN in two LETTERS OF COMPLAINT (22.04.26 & 23.04.26): WHETHER OR NOT MY CAR IS RETURNED (with its contents, my camera and cash); IT IS MY INTENTION TO PURSUE GMP RELENTLESSLY to be compensated for:

LOSS OF EARNINGS; ADDITIONAL TRAVEL COSTS; OUT OF POCKET EXPENSES; DISRUPTION TO MY PLANS; PSYCHOLOGICAL AND EMOTIONAL DISTRESS; ANY DAMAGE TO, OR LOSS OF PROPERTY IN MY CAR, ADVERSE IMPACT ON MY REPUTATION OR INSURANCE PREMIUMS; AND PUNITIVE DAMAGES! I am, PHILIP JOHN KING

I was on my way to Lincoln, hoping enjoy a Sabbath rest (after working hard all week, decorating my brother’s house while he’s in Cyprus). I would have performed as a busker in the Lincoln Town Center on Sunday; and as a Supply Teacher, may have earned up to £220 per day on Monday, Tuesday and Thursday (days was no longer able to be available)!

Instead, I was stranded at my brothers house! I was unable to prepare for the school week ahead; and I have had to turn down work TODAY because I don’t have my car! I’M HEMORRHAGING CASH; but you expect me to spend more money to put right WHAT YOU HAVE DONE WRONG!

If I am not compensated for ALL MAY LOSSES; I will take this matter to the IOPC; and if necessary through the courts!

I HAVE ALREADY MADE PLAIN IN MY SUBMISSION THAT I AM SEEKING AN APOLOGY AND FINANCIAL REIMBURSEMENT!

Sorry it has taken me so long to respond to this email confirmation of our earlier conversation. However, I had to prioritise the submission of my complaint, which I was advised by the Chief Constable’s office to make via the official channel:

THE COMPLAINTS FORM stated that it would take about “10 minutes” to complete; but it took me several hours! But then, unlike GMP it would seem, need to make sure that everything I say will stand up in court!

THANK YOU for your call yesterday afternoon to inform me that you have completed your investigation, and have now authorised the release of my car. You have provided clear instructions and information to enable me to do so.

But I am now back in my home town of Lincoln. So to collect my car will obviously involve time and expense; which because of the intervention of GMP I can ill afford! I am due to work TODAY (Friday); and tomorrow I will be observing the weekly SABBATH of YAHUAH, so I cannot travel excessive distances. On Sunday, I plan to busk in Lincoln Town Centre which I would have done last Sunday had GMP not deprived me of my vehicle. From Monday 27 April, I should be available to TEACH ON SUPPLY (this is even more critical, because of the income I have already lost and financial obligations I have to meet at the end of this month – IN ONE WEEK).

THE FACT IS:you said checked with my car insurer and they said they would cover me for the collection of my car. But what they may not have told you (or perhaps were not at liberty to divulge) is that, on Wednesday afternoon, I CANCELLED MY CAR INSURANCE RENEWAL WHICH IS DUE ON SATURDAY 25 APRIL 2026!

FOR ME THIS WAS A “NO BRAINER!”At that time (Weds pm) I had no idea if I will ever see my car or my belongings again! THE VALUE OF THE CAR IS ABOUT £800 (although it is worth much more to me – it is my livelihood); my annual insurance renewal premium is £539, which managed to negotiate down from £614! As I told my insurer, I cannot spend this amount of money on a vehicle I may never see again; and then have to go through a process to reclaim my money.

I was prepared to pay my annual car insurance through my account on 25 April; but this is only ONE of several significant disbursements I have to make next week; and not the largest! I cannot afford to take time off work; pay travel expenses back to Manchester; pay an extortionate amount to reclaim my vehicle. which though unlikely, may break down on my way back to Lincoln! Of course, my financial position is now so tenuous, I could not afford even modest repair bills!

WHEN I SAY I’M NOT GOING TO PAY A PENNY TO RECOVER MY VEHICLE, THIS IS NOT SEMANTICS – I MEAN IT! Here is the irony: had GMP not “illegally” seized my car, I probably would have earned enough money to now recover it! You have scuppered my finances!

AS FAR AS I’M CONCERNED GMP CREATED THIS PROBLEM, AND YOU SHOULD FIX IT!

You might also realise the adverse effect that your intervention has had on my health! I’m becoming ill; and have spent several sleepless nights writing these emails to seek redress! I told one friend in Africa who is depending on me that “THIS IS A DISASTER!” AND THAT IS WHAT IT IS!

In case I’m not making myself clear; the car doesn’t have sufficient “financial value” to justify the excessive expenditure GMP is demanding to release it! Even if it was worth 10 times as much; I STILL DON’T HAVE THE FUNDS TO PAY, in the hope that at some future date I will be reimbursed!I CANNOT AFFORD TO PAY MY CAR INSURANCE, AND TO RELEASE MY CAR (any more than I could afford to stay at the Premier Inn, as suggested by the male officer when my vehicle was seized)!

I DON’T SEE WHY I SHOULD BORROW! This is a problem created by GMPs misapplication of the law;and as far as I can see, I HAVE BEEN VICTIMIZED BY TWO INEXPERIENCED OFFICERS! They should pay; not me, or my family or friends!

I WILL NOT COLLECT MY CAR. IF YOU DO NOT RETURN IT TO ME; or if you destroy or dispose of it, and my personal property in it; I WILL SEEK COMPENSATION THROUGH THE COURTS. 

I also note that my complaint could take up to 28 days to investigate. I think I will be able to organise court proceedings before then. THIS IS HOW I WOULD PREFER TO USE THE FEW RESOURCES AT MY DISPOSAL!

I really must get some sleep NOW; as I have to be at work in under 5 hours!

As I explained in my previous email; I no longer have the vehicle insured.

Although I have budgeted for car insurance; I do not have funds available to pay charges foisted upon me due to indiscretions of Greater Manchester Police; even if you are offering the opportunity to reclaim these peremptory charges.

I will therefore seek to instruct a legal representative to bring a claim against GMP in order to recover my car, and all my other costs.
